A Brannock device also measures heel-to-ball (arch) length and reads width relative to the selected size. A paper length measurement does not capture all of these quantities. We have no comparative accuracy study, so we do not rank these methods or assign numerical error margins.

For a printable ruler, use 100% scale and check the printed reference against a physical ruler before measuring. Incorrect scaling changes every result. Do not add a universal toe allowance to a manufacturer foot-length chart.
